According to paragraph 64 of this decision "meeting of the Parties to the Espoo Convention encourages Belarus to further develop measures for confidence building, particularly by submission to the IAEA proposal to arrange SEED-mission in order to make assessment of the criteria and research results of nuclear power plant siting, as well as its construction and operation, in order to ensure its complete safety."
In July 2016 during the pre-mission SEED Belarusian side together with IAEA experts developed the specification, which defines the modules of this mission in full compliance with the recommendation of the meeting of the parties to the Espoo Convention.
During the SEED-mission in the period from 16 to 20 January 2017 was done the analysis of external influences, evaluation of both natural and man-made external influences, the study of the design parameters of the construction site, guaranties of monitoring of the site and the environment and consideration of lessons done by the accident at the Fukushima nuclear power plant.
At the end of the mission, the IAEA experts noted that the parameters of the station design take into account the specific external threats of the site, such as earthquakes, floods and extreme weather conditions, as well as events caused by human factor. International experts also noted that the programme of monitoring of threats that will be implemented throughout the life cycle of the Belarusian NPP, are sufficient and properly provided by the design of NPP. It was also noted that the Belarusian side has taken additional measures related to external events in accordance with lessons learned from the accident at Fukushima.
By the result of the mission SEED, the Republic of Belarus was proposed to further improve the licensing documentation related to the information about electromagnetic effects and lightning, the parameters of seismic movement of grounds at the site, as well as to pay attention to further improve the security measures outlined in the IAEA report on the Fukushima accident.
